e-Billanz in Germany
Germany has implemented the Electronic Tax Balance Sheet (EBS or e-Bilanz) which is comparable to SAF-T.
The transmission of the Electronic Tax Balance Sheet is obligatory for all companies in Germany since the fiscal year 2013.
From January 1, 2014, it is mandatory to file all tax balances electronically. Revised versions of the taxonomies are being published on a yearly base.
The latest version 6.1 to be used for the transmission of annual financial statements for fiscal years beginning after 31.12.2017 is already available.
However, it is also possible to use these taxonomies for 2017 or 2017/2018.
The transmission option with this taxonomy version is expected to be available for test cases from November 2017 and for real cases from May 2018.
The legal requirement for the creation and submission of an electronic tax balance sheet (e- balance) in XBRL poses a major challenge for all companies located in Germany.
All companies in Germany (with exceptions) are obliged to hand over their annual financial statements in an electronic way, all in the context of SteuBAG.
This is the act to reduce tax bureaucracy.
The German Government chose XBRL as a method because it was already an existing solution for disclosure of the trade balances.
They based a new fiscal taxonomy on an existing trade taxonomy.
The created Financial Statements (E-Bilanz ) need to be uploaded to the (German) Elster Server.
