To manage the exchange of electronic invoices, the Serbian government started to use a national platform named eFaktura.
The implementation process had three phases:
- From May 1, 2022, all suppliers to public administration must send electronic invoices, and authorities should be able to receive and store them.
- From July 1, 2022, Serbian public bodies are required to send electronic invoices to companies, which must be able to receive and process them.
- Starting January 1, 2023, e-invoicing was extended to the entire B2B sector.
New amendments to the Law on Electronic Invoicing in Serbia have been adopted, which will be taking effect starting from January 1st, 2024. According to the amendments, some changes are put in place. According to the law:
The business account information of recipients is no longer required on electronic invoices.
The tax category will be added as a new common element of e-invoices.
Apart from the e-Invoice regulation. The Ministry of Finance of Serbia plans to develop an e-waybill system. The system will be integrated with the e-invoicing system (SEF, system of faktura). The e-waybill will be validated, stored and delivered through the Central Registry of E-Waybills (SCR). There are two types of e-waybills which are internal and external. After the delivery, the e-receipt will be generated and sent to SCR for validation. Approved e-receipt will be sent to the supplier. Then, the taxpayers can access the system directly or via SEF. The ministry also stated that there will be mobile applications available for taxpayers. The e-waybill system is expected to be available in 2025.
In addition to the local updates to be implemented in Serbia, Montenegro also plans to implement a mandatory e-invoicing system. The system is being planned as a cooperation between Montenegro and Serbia. The ministries of Finance of Montenegro and Serbia signed an agreement for the transfer of a software license for three years. The license which was granted by Serbia is a centralized platform for sending, receiving, managing and storing the electronic invoices for legal entities and entrepreneurs.
