Thailand e-Invoicing

Scope of the e-Invoicing system

The Thai Revenue Department (RD) introduced the Electronic Tax Invoice (e-Tax Invoice) and Electronic Receipt (e-Receipt) framework in 2017. Participation in the e-Tax Invoice system remains voluntary, allowing eligible VAT-registered businesses to digitize their invoicing processes.

The regulation covers electronic:

  • Tax Invoices
  • Receipts
  • Credit Notes
  • Debit Notes

Both Business-to-Business (B2B) and Business-to-Consumer (B2C) transactions are supported under the framework.

Technical details of the e-Invoice system

Electronic tax invoices may be generated in XML or other electronic formats accepted by the Thai Revenue Department, including PDF/A-3 where applicable.

Electronic documents must be digitally signed and time stamped before submission.

To digitally sign electronic documents, suppliers must obtain a valid electronic certificate issued by an approved Certification Authority (CA).

Submission Methods

1. The e-Tax and e-Receipt System

The Thai Revenue Department provides multiple submission methods:

  • Web Upload (manual submission through the RD portal)
  • Host-to-Host integration for ERP systems
  • Certified Service Providers approved by the Revenue Department (RD) and the Electronic Transactions Development Agency (ETDA)

Host-to-Host integration is generally preferred by organizations processing high invoice volumes or requiring automated ERP integration.

2. e-Tax Invoice by Email

VAT-registered businesses whose annual revenue does not exceed THB 30 million may issue e-Tax Invoices and e-Receipts in PDF/A-3 format and submit them through the e-Tax Invoice by Email framework.

Electronic documents must be reported in accordance with the reporting schedule established by the Thai Revenue Department.
