Ukraine’s SAF-T Implementation

Ukraine is rolling out new regulations requiring large taxpayers to submit Standard Audit Tax Files (SAF-T UA) to improve tax compliance and audit processes. Initially, from August 27, 2021, large taxpayers must provide SAF-T UA within two business days if requested during audits. By January 1, 2025, the submission of SAF-T UA will become mandatory for all large taxpayers, and by January 1, 2027, all VAT payers must also comply.

To support these changes, the Ukrainian State Tax Service (STS) is enhancing electronic systems, urging large taxpayers to be prepared for swift responses to audit requests. SAF-T UA submissions, as specified in Order No. 561, will require detailed accounting, tax information, and source documents.

In addressing challenges, a meeting involving the State Tax Service, Ministry of Finance, National Bank, banking associations, and IT companies was held to discuss issues related to converting bank data into the SAF-T UA format. During this session, tax service experts provided detailed guidance and emphasized continued collaboration, particularly through test practices for SAF-T UA implementation in the banking sector.

Taxpayers need to ensure their software is ready, maintain accurate data, and meet tight deadlines to comply with these new requirements and avoid penalties as the deadlines approach.
