Belgium to Transfer Peppol Authority Role to FPS Finance from 2027

Belgium is taking another step in the governance of its digital tax and e-invoicing framework. From 2027, the Federal Public Service Finance will assume the role of Belgian Peppol Authority, taking over from the Federal Public Service Policy and Support, FPS BOSA, which has held this responsibility since 2016.

The change comes at an important stage for Belgium’s e-invoicing landscape. Since 1 January 2026, structured electronic invoicing has been mandatory for almost all domestic B2B transactions between Belgian VAT-liable businesses. Invoices must be exchanged via the Peppol network in Peppol BIS format, unless both parties agree on another EN 16931-compliant structured format. PDF invoices or ordinary electronic documents are no longer sufficient for in-scope B2B transactions.

The transfer of the Peppol Authority role is closely linked to Belgium’s future e-reporting plans. As the country moves toward a framework involving continuous transaction controls, tax expertise becomes increasingly important in the governance, certification, and operation of the Peppol network. Centralizing this responsibility under FPS Finance is expected to clarify roles, improve decision-making, and simplify administrative processes for businesses and service providers.

FPS BOSA and FPS Finance are currently working together to ensure a structured and stable transition. Further details on the migration and next steps will be communicated through existing stakeholder channels, including the Peppol Service Provider Forum, Business Expert Group meetings, and the official websites of both authorities.
