EU Electronic Certificate of Conformity (eCoC): New Requirements from November 2026

The European automotive industry is moving toward fully digital vehicle conformity processes with the introduction of the Electronic Certificate of Conformity (eCoC).

Under Regulation (EU) 2018/858, vehicle manufacturers must provide Certificate of Conformity information as structured electronic data. Following the current transition period, manufacturers are expected to be ready to send electronic CoCs from 29 November 2026.

What Is Changing?

Instead of relying on traditional paper Certificates of Conformity, manufacturers will exchange vehicle conformity information electronically with the relevant authorities.

The process is based on IVI (Initial Vehicle Information) messages using an XML structure and EUCARIS, which enables electronic data exchange between manufacturers, National Access Points (NAPs) and European authorities.

Manufacturers will therefore need systems capable of:

  • Generating compliant IVI/eCoC data
  • Validating vehicle and type-approval information
  • Supporting secure electronic signing and data exchange
  • Connecting with the relevant National Access Point and EUCARIS infrastructure
  • Monitoring submissions and regulatory responses

The transition is particularly important for manufacturers placing vehicles on the EU market, including manufacturers located outside the European Union.
