France is expected to apply to become the French national authority responsible for supporting and promoting Peppol standards and network. Each country’s authority is appointed by and collaborates with OpenPeppol, the non-profit organization responsible for developing, implementing, and maintaining Peppol (Pan-European Public Procurement On-Line) specifications.
Appointing an authority for France is a promising step as the country prepares for its 2026 B2B e-invoicing mandate launch.
Peppol is a widely used and trusted network for sending e-invoices and other electronic business documents. Users send standardized e-invoices (or other documents) to other members through Peppol Access Points. Businesses can set up their own Access Points or use services from specialist agents.
National Peppol Authorities ensure the technical standards and service specifications for users and Access Points in their country. These authorities are usually national tax authorities, but they can also be other non-commercial organizations, such as the Danish Business Authority or the National Health Service in the UK. Moreover, although Peppol originated in the EU, it has now spread to 40 countries. From 2020, all public sector institutions and authorities in the EU are legally required to receive Peppol standard invoices.
