The Bolivian Tax Authority announced the new electronic invoice system with Resolution No. 102000000011 on 18 May 2020 since then updates continue to be released. Last Resolution N 102200000010 was published on 18 May 2022 by tax authority (sp. Servicio de Impuestos Nacionales- SIN), and a certain group of taxpayers (third group which contains 3,897 taxpayers in total) will have to issue and transmit electronic invoices and other fiscal documents from October 2022. In the first phase 171 large (GRACO) and main (PRICO) taxpayers joined the new Sistema De Facturacion Electronica (SFE) regime in December 2021. In the second phase, 2,491 taxpayers were obliged to adopt the new system in April 2022. The e-Invoice system in Bolivia is called the Virtual Invoicing System and there are several ways to create e-Invoice as follows;
- Electronic invoicing online: Issued and digitally signed via a SIN (tax authority), authorized invoicing software
- Computerized Invoicing Online: Issue invoices without digital signature via SIN(tax authority), authorized invoicing software
- Web portal invoicing online: For small businesses with low invoicing volumes. Allows manual submission to SIN web portal.
Last, issued electronic invoices must be in XML format, digitally signed and stored for 10 years after issuance date.
