North Macedonia Launches Pilot Phase of e-Faktura E-Invoicing System

North Macedonia is implementing a national electronic invoicing system, e-Faktura, as part of its broader tax digitalisation strategy. The system is designed as a centralized, continuous transaction control (CTC) platform that enables direct, real-time transmission of electronic invoices between businesses and the tax authority, without the involvement of intermediaries. The mandate will apply to domestic transactions, including B2B invoicing, and requires invoices to be issued in a structured electronic format, digitally signed, and submitted through the e-Faktura platform. Invoices are validated in real time and assigned a unique electronic identifier (eID) upon acceptance. Businesses may connect to the system via API integration with their invoicing software or use a web portal provided by the tax authority.

On January 5, 2026, the Minister of Finance and the Director of the Public Revenue Office (PRO) officially announced the launch of the pilot testing phase of the e-Faktura system during a joint press conference. The pilot focuses on testing API connectivity, digital signatures, and invoice validation processes using real data from PRO registers. However, invoices issued during the testing phase have no legal or tax effect.

Technical documentation is now available, and registered e-PRO users can access the test environment. According to the implementation roadmap, a client application and web portal for companies without invoicing systems are expected by the end of Q1 2026, followed by the launch of the production environment and gradual full implementation by the end of Q2 2026.
