In Paraguay, the e-Invoicing implementation was initiated by the Paraguayan Tax Office ((Subsecretaría de Estado de Tributación (SET) in order to prevent tax fraud and improve tax payments. The launch of e-Invoicing involves three phases: a pilot, a voluntary phase, and a mandatory phase.
Paraguay has published its timeline on the e-Invoicing system SIFEN with General Resolution no 105. There are 10 phases for the companies obligations scope. There are company lists for each phase. You can find the lists in this link. The obligation’s scope will increase according to this timeline;
Firstly for 246 companies, the pilot period and voluntarily membership began on July 1st, 2022.
Obligation as a mandatory began for the second group of taxpayers on 2 Jan. 2023
Third group will join on 3 April 2023
Fourth group will join on 3 July 2023
Fifth group will join on 2 Oct. 2023
Sixth group will join on 2 Jan. 2024
Seventh group will join on 1 April 2024
Eighth group will join on 1 July 2024
And last group will join on 1 Oct. 2024,
After this time all of the taxpayers will be obliged to e-Invoice implementation.
