ZATCA announces that the first wave of selected taxpayers will start using the e-Invoicing project’s Phase Two (Integration Phase) on January 1, 2023. It should be noted that the taxpayers in the first wave were chosen based on their revenue subject to VAT for the year 2021 exceeding 3 billion SAR. Phase Two of the electronic invoicing project contains additional requirements. The three most important ones are to issue electronic invoices according to a particular format, including new fields in the invoice, and interface taxpayers’ e-Invoicing solutions with ZATCA’s Platform (FATOORA). Either XML format or a PDF/A-3 invoice file with embedded XML will be required for the generation of electronic invoices. The generated invoices will be uploaded to the ZATCA platform and will include a cryptographic stamp and a hash value as a Universally Unique Identifier (UUID). While adding a QR code to B2B invoices was an option during the Generation Phase, doing so will be required starting with Phase 2. Additionally, Phase Two of e-Invoicing would occur gradually and in waves. ZATCA would inform the ensuing waves before their integration date.
