The Romanian government has made SAF-T Romania reporting mandatory as of January, besides, they have announced that they want to take action on e-Invoice within 2022. ANAF published its first announcement on this issue in the last month of 2021. The details of this announcement are as follows:
B2B e-Invoice will be introduced this year, and starting with the e-transport system, it is obligatory to create an e-Invoice for high fiscal risk products. In addition, it is planned to prevent smuggling and fraud in Romanian territory. ANAF has published the list of products included in the scope and stated that it will be updated frequently. For now, the list includes products such as Vegetables, fruits, roots, and edible tubers, other edible plants, alcoholic beverages, new constructions, mineral products (mineral water natural, sand, and gravel), and clothing and footwear. The electronic invoice can be submitted to the national electronic invoicing system RO e-Invoice between April 1 and June 30, 2022 voluntarily.
Obligation As of July 1, 2022, the suppliers will start to issue invoices in the RO e-factura system for B2B transactions involving high-risk products. This obligation will be initiated regardless of whether the buyers are registered in the RO e-Invoice Registry.
