The Republic of Serbia will officially launch its mandatory e-Delivery system on January 1, 2026, marking a significant step in the country’s ongoing digital transformation. The new regulation, published in the Official Gazette No. 21/2025, applies to a broad range of users, including public sector, private companies, entrepreneurs and carriers. Entities subject to the regulation must register through a secure web interface using Serbia’s national electronic identification portal (eID).
Once registered, users can access the platform via a web-based interface, integrate through API, or operate via a dedicated mobile app. Each electronic consignment note (e-otpremnica) must follow a standardized XML format based on the Universal Business Language (UBL) 2.1, with technical examples already published by the Ministry of Finance. Required fields include sender and recipient details, tax and personal ID numbers, item codes and quantities, addresses, shipment and delivery dates, transport method, and a unique system-generated identifier.
The regulation sets out clear procedures for sending, receiving, and canceling delivery notes, as well as confirming physical receipt through the issuance of electronic receipts.
A Central Information Intermediary oversees the platform, manages system access and updates, and operates a contact center for user support. Documents—both electronic and printed versions—must meet strict authenticity and data integrity standards, and the system enables rapid, secure sharing of records for inspection and regulatory oversight.
