Spain is progressing with two key initiatives. The first initiative, named “Verifactu,” focuses on invoicing requirements for smaller enterprises not included in the SII system. It incorporates elements of SAF-T and digital reporting. The technical specifications for this will be outlined in a Ministerial Order expected after summer 2024, which delays the initial July 2025 target.
The second initiative involves mandatory B2B e-invoicing. Regulations were anticipated by summer 2024, with enforcement expected to follow within one to two years, depending on company size. However, both the regulation and a necessary Ministerial Order defining the syntax and technical specifications for the e-invoicing platform are still pending approval, which is required before the enforcement countdown can start.
Given these delays, the initial projection for mandatory B2B e-invoicing by mid-2025 seems unlikely, potentially pushing implementation to early 2026.
