The United Arab Emirates Ministry of Finance has published Ministerial Decision No. 64 of 2025, which outlines the eligibility criteria and accreditation process for Service Providers (SPs) for the national e-Invoicing system. To qualify, applicants must be active Peppol-certified service providers that have passed OpenPeppol’s conformance tests and possess at least two years of operational experience in e-invoicing. Additional requirements include UAE company registration, ISO 22301 business continuity certification, ISO/IEC 27001 for information security, tax registration, and adequate insurance coverage.
Only the service providers that obtain formal accreditation from the Ministry will be authorized to provide Peppol-based electronic invoicing services in the UAE. The accreditation process involves multiple steps, including pre-approval, interoperability and production testing, and verification with the EmaraTax system. Once accredited, SPs will be listed in a Central Register and must comply with UAE-specific technical and legal obligations under the Peppol Interoperability Framework.
