- What is PEPPOL and OpenPEPPOL?
Pan-European Public Procurement Online (PEPPOL), which is based on a four-corner model, provides an electronic delivery network to facilitate e-procurement and e-business solutions that are interoperable between different systems across Europe, and now also outside Europe. OpenPEPPOL is mainly responsible for the maintenance and development of PEPPOL specifications and facilitating the growth of the network. There are 42 member countries in OpenPEPPOL (32 in Europe, plus China, Canada, Australia, Singapore, the US, New Zealand, Mexico, Malaysia, Japan, and India).
2. Do PEPPOL authorities in member countries all have the same roles?
Yes, the general responsibilities of local PEPPOL authorities are:
- administration of the accreditation of access points
- supporting and promoting the adoption of PEPPOL standards
- ensuring PEPPOL is adapted and implemented across the country
- defining the requirements for using PEPPOL standards
3. In which countries does SNI serve as a PEPPOL service provider?
In Germany, Australia, and New Zealand SNI is the access point service provider. You can check here for further details. In Japan the EIPA has decided to implement PINT (PEPPOL International Invoicing) from October 2023, which will make SNI a service provider for Japan e-invoicing.
4. What are the established PEPPOL authorities in non-EU countries?
Australia: For e-invoicing in Australia, The Australian Government adopted PEPPOL in 2019. The Australian Taxation Office (ATO) is the official PEPPOL authority.
Singapore: The e-Invoicing network was implemented in 2019 across the country. The Infocomm Media Development Authority (IMDA) is the official PEPPOL authority. IMDA is the first PEPPOL authority outside the EU.
New Zealand: The Ministry of Business, Innovation and Employment (MBIE) has been the official PEPPOL authority in the country since October 2019.
Japan: The E-Invoice Promotion Association (EIPA) has been the official PEPPOL authority in the country since July 2020. With OpenPEPPOL they created PEPPOL BIS Standard Invoice JP PINT.
5. What types of organizations can apply for OpenPEPPOL membership?
The following types of organizations can apply to the membership of OpenPEPPOL:
- access point providers
- pre-award service providers
- organizations that have a shared interest in the activities of OpenPEPPOL
- Service Metadata Publisher (SMP) providers
- government entities that act as PEPPOL authorities within the PEPPOL network
- public sector buyers
- suppliers and other end-users of PEPPOL-based services
