North Macedonia’s Public Revenue Office (PRO) and the Ministry of Finance presented the e-Faktura reform to the Prime Minister and the media. The initiative represents a major step toward digital fiscalization, promoting modernization, fair competition, and stronger fiscal discipline.
By replacing paper-based processes with standardized electronic invoices, the reform aims to accelerate processing, improve VAT reporting accuracy, and curb tax evasion. For businesses, it will ease administrative burdens and strengthen financial control.
Key Features
- Standardized electronic invoices for all non-cash transactions
- Digital signatures and instant registration with the PRO
- Unified platform for receiving, reviewing, and confirming invoices
- Automation tools, including QR-based posting and ERP integration
- API connectivity for real-time validation with banks, customs, and financial reports
Implementation Roadmap
- 2025: Define standards, develop IT platform, adopt legal acts, and prepare integration
- Jan 1, 2026: Pilot phase with selected businesses
- Q3 2026: Mandatory adoption for all taxpayers
The PRO has emphasized stakeholder engagement, launching consultations with businesses, accountants, and IT experts, alongside a public survey to gather feedback. Regular updates and technical documentation will be published on the PRO’s website as North Macedonia moves toward implementing its own CTC model.
