The Ukrainian Ministry of Finance introduced an optional Standard Audit File for Tax (SAF-T) system on January 1, 2023.


When will SAF-T in Ukraine become mandatory?

According to the Ukrainian tax authority’s timeline for SAF-T (Standard Audit File for Tax), large taxpayers will need to comply starting January 1st, 2025. For all other taxpayers, the requirement becomes mandatory on January 1st, 2027.


Who is obligated to submit Ukraine SAF-T?

Initially, only large taxpayers, defined as entities with an income exceeding 500 million hryvnias (around €11 million) over the past four consecutive quarters. These will be required to submit SAF-T starting in 2025. By 2027, this will be extended to all taxpayers will also be obligated to comply.

Large taxpayers must be prepared to submit SAF-T files upon request by the Ukrainian tax authority. When requested, the SAF-T file must be submitted within two business days.
